Prior to joining AIA, Joel served for five years as Executive Vice President for the American League for Exports and Security Assistance (ALESA), a trade association of approximately 25 corporations and five unions that sought government policies which encouraged or facilitated government-approved exports of defense-related goods and services.

From 1971 to 1989 Joel held a variety of positions in the federal government, including as a member of the Policy Planning Staff of the Secretary of State, as Deputy Director of the Office of Trade Policy and Negotiations at the Treasury Department, and as a Professional Staff Member on the Senate Foreign Relations Committee.

Joel received his undergraduate degree from Wesleyan University in 1965 and his Masters of Public Affairs from Princeton University in 1967. His work experience and education include extensive travel abroad, especially in Europe and Latin America. He currently serves on the International Trade Advisory Committee (ITAC) for Aerospace which reports to the Department of Commerce and US Trade Representative.
